Billing Rate

Overview

Maintain billing markups for labor and expense transactions in Billing Rate. These markups are applied to source cost transactions that flow to a project to determine the basis for invoicing clients. Billing markups can be based on several parameters including Project Account, Labor Category, Resource and Work Breakdown Structure (WBS). WBS is also known as Task in the System. Billing rates can be applied to units (hours). This is common for billing labor, or can be factors or percents that are typically applied to mark up direct expenses.

You can assign billing rates to a project in two ways. First, you assign a table of rates to each billable project. This table defines the base rates for billing that project’s cost transactions. Second, you can create override rates for any exceptions to the standard rate table. You define exceptions on a project-by-project basis as part of billing maintenance.

Both standard rate tables and exception rates are date-sensitive. Every rate has an effective date. Each cost transaction’s date is compared to the effective dates to determine the rate that applies to the billing being generated.

The billing rates have a hierarchy of lookup that supports standard rates and exception rates. The rate lookup logic first determines whether an exception exists by looking for a rate from the most specific to the most general. When a rate is found, it is used and the search ended.

The Billing Rate Keys tab in Project Policies determines which items in the hierarchy are considered. Only those hierarchy items checked on the Billing Rate Keys tab are considered in the hierarchy search.

First, the System examines the Exception Keys by Project, in the following order:

Project Account - WBS - Labor Category - Resource

Project Account - WBS – Resource ID

Project Account - WBS - Labor Category

Project Account - WBS

Project Account - Labor Category – Resource ID

Project Account – Resource ID

Project Account - Labor Category

Project Account

If the System does not find a rate in the exceptions, the System examines the Standard Keys in the following order:

Project Account - Labor Category – Resource ID

Project Account – Resource ID

Project Account – Labor Category

Project Account

Billing Rate Exception lets a user to select “None” or “All” as choices for matching WBS, Labor Category, and Resource selections. Billing Rate lets a user select “None” or “All” as choices for matching Labor Category and Resource selections. The value of “None” should be treated as if the user made no selection. Therefore, if a specific value for a WBS, Labor Category, or Resource is being searched for, a value of “None” in either of the tables is considered a non-match. The value of “All” is treated as a match to all WBS, Labor Category, or Resource for which you search.

If the System does not find a match in either the billing rate exceptions or the billing rates assigned to the project, the System sets invoice units and the invoice amount to 0.00 and the transaction does not appear in Project Invoice. If the System finds more than one match, the first match is used as the applicable billing rate.

If the System finds a match while searching the billing rate exceptions, and the rate exception has the Non-Billable flag set to Yes, the System sets the invoice units and the invoice amount to 0.00 and the transaction does not appear in Project Invoice.

If the System finds a matching billing rate and Apply Rate To is set to Units, the System calculates the invoice amount by multiplying the cost units by the rate. The invoice units are set to the cost units for the transaction.

If the System finds a matching billing rate and Apply Rate To is set to Amounts, the System calculates the invoice amount by multiplying the cost amount by the rate. The invoice units are set to the cost units for the transaction.

A standard billing rate is unique based on the combination of Project Account, Labor Category, Resource, and Effective Date.

Creating Billing Rates

Select Projects | Setup | Billing Rates.

Type a unique description of the billing rate schedule in Description.

In Currency, specify the transaction currency to use for this billing rate schedule. This field is available for use only if you are using Multicurrency in your Beyond Software system.

For each billing rate detail line that you want to include, specify the following settings:

In Project Account, select the expense account for the project used for the rate lookup.

In Labor Category, select the labor category that you want to use for the rate lookup.

Click to select the All Resources check box to indicate that the billing rate applies to all resources. If this is selected, Resource Name is disabled.

In Resource Name, type the name of the resource to be used for rate lookup. Or, click Lookup to open Resource Lookup and select the resource. This is required if All Resources is cleared.

In Effective Date, type the date the billing rate is effective. Or, click Calendar , and then select a date from the calendar that appears.

In Apply Rate To, select whether you want to use Amounts or Units for the rate. When you use amounts, make sure that the rate is at least 1. This is the rate the System uses to multiply the amount by in the transactions.

Click Save and New, or click Save and then click New, to save the current billing rate and start adding the next.
